Erm because 'drugs' as a term is mostly used as a moral signifier for illicit substances & alcohol is the only real societally accepted intoxicant so it's separated; no layman regularly calls ibuprofen or penicillin drugs but guess what they are 🤓
maan, if I had my way people would be a LITTLE more specific with their use of language!
It'd be nice!! But then people would understand each other and what would we do without moral outrage
