almostlikethatFDR let this guy create The Modern Science Grant System from scratch during WW2 and we still have it. He was a Mensch and "Yay for Science! ❤️" (That said... his failure to envision healthy formal procedures for ensuring FAR FUTURE Science Czars is probably why Science is not fully healthy now.)
